In a Nutshell
A bad guy who wants to be a good guy cosplays as even gooder guys. This causes him to become an even badder guy, who needs to study the real good guys to figure out how to defeat his own bad self.
Roll Call
For the second issue in a row, we have a story that the JLA isn’t really participating in. The Tornado Tyrant decides to reform his evil ways and become the Tornado Champion instead. This causes him to develop a split personality, and both identities battle it out to determine whether good or evil are destined to triumph.
The Tornado Champion impersonates the Justice League to battle the Tyrant, but cannot figure out how to defeat his evil self. So he recruits the real League to show him how. Green Lantern solves the problem in a single panel, earning him a Saving the Day credit. No one else in the real JLA does anything at all.
